Utah Medicaid is designed to help significantly low-income people access health care they need that they otherwise would not be able to receive. The Utah Department of Health manages the Medicaid program while eligibility is determined by the Department of Workforce Service (DWS).
Enrollees in Utah Medicaid are typically low-income aged, blind, pregnant or disabled and must meet federal requirements to be eligible for Medicaid in Utah, including residency, income, asset and citizenship. The yearly income cap varies between $19,392 for an individual to $39,900 for a family of four. Low-income people who have been diagnosed with breast or cervical cancer can also apply and receive Medicaid as long as they meet eligibility requirements.

Who Is Eligible for Medicaid in Utah?
The Utah Medicaid program determines eligibility using the Modified Adjusted Gross Income (MAGI) methodology. In 2023, the federal poverty level is set to $14,580 a year for individual adults and $19,720 for a family of two. A family of three and four is $24,860 and $30,000, respectively. For families and households with more than eight people, add $5,140 per individual.
Beneficiaries must complete an application and meet the income, asset and need requirements. Special programs are available to people 65 years and older, pregnant and low-income; children under the age of 19; caretakers with dependent children; and women who have been diagnosed with breast or cervical cancer.
Recently, the Utah Medicaid program added transportation services from the hospital or from facility to facility for beneficiaries who are diagnosed with COVID-19 or in quarantine because of the virus.
Dental care is a covered benefit for eligible Medicaid enrollees who are pregnant, blind, disabled or 65 years and older.
Children in Utah can qualify for Medicaid or Children’s Health Insurance Program (CHIP) if their family earns less than $39,440 annually for a family of two and $60,000 annually for a family of four. For households with more than eight people, add $10,280 per additional person.
Utah CHIP provides health care services to eligible children under the age of 19 who do not have health insurance and do not qualify for traditional Medicaid. Some of the services beneficiaries receive include:

What Defines Assets and Income in Utah for Medicaid Eligibility?
The Utah Medicaid program defines income as any funds an applicant receives from employment, alimony, pension payments, Social Security or Veteran’s benefits, Supplemental Security Income, or stock dividends and IRA withdrawals. An asset includes cash, bonds, cash, savings and checking accounts, and any real estate properties that are held as an investment. Utah Medicaid considers many assets exempt from factoring into eligibility, including personal belongings such as household furnishings, clothing, appliances, autos and burial plots.
How Do I Enroll in Medicaid in Utah?
Utah residents may apply for medical assistance any time at the Utah Department of Workforce Services (DWS) website, where they will need to complete an application for benefits. You will likely need to supply important documents like a birth certificate, driver's license or Social Security number.
